The ILO's "Advancing Decent Work in Bangladesh" project aims to promote labour reforms through improved policies, laws, and inclusive Labour market institutions. A key outcome is the enhancement of social dialogue platforms that are gender-responsive and inclusive, supporting tripartite constituents. The project addresses issues related to labour rights conventions and requires an organisation to assess key tripartite dialogue mechanisms, such as the National Tripartite Consultative Council and the Bangladesh Minimum Wages Board. The assessment will lead to the development of an action plan to strengthen these mechanisms, focusing on gaps and areas for improvement, with input from stakeholders through workshops.

Scope of Work:
  • Provide an assessment of each of the key tripartite social dialogue mechanisms, particularly the national Tripartite Consultative Council (NTCC), Ready-made Garment Tripartite Consultative Council (RMG TCC) and the Bangladesh Minimum Wages Board (BMWB), using the ILO's self-assessment method for social dialogue institutions (SAM-SDI)l as a source of key concepts and assessment criteria.
  • Based upon the gaps and needs identified through the assessment, develop a feasible, detailed and costed action plan to enhance the effectiveness of the targeted tripartite social dialogue mechanisms.
